Parks Canada regulates all planning and development in the Municipality of Jasper and across Jasper National Park.

Parks Canada’s Realty and Municipal Services team is responsible for reviewing development applications, issuing permits, and conducting inspections to ensure compliance with the applicable regulations, safety codes, land use restrictions, and occupancy requirements.

The development process in Jasper National Park consists of three permit stages. The following is a quick overview of the process:

  1. A Parks Canada development permit confirms a development proposal complies with the criteria and specifications set out in all relevant Parks Canada acts and regulations. This can include the lease, the Land Use Policy, Architecture Motif Guidelines for the Town of Jasper and the Jasper Community Sustainability Plan. A development permit gives the applicant early assurances on project approvals before the project proceeds to more detailed design.
  2. A national parks building permit regulates the construction, alteration, and renovation of buildings and structures to ensure that projects meet the standards of governing codes, including the most recent National Building Code of Canada and Alberta Building Code.
  3. A Parks Canada certificate of completion or national parks occupancy permit is issued when project work has been completed and the project has been determined to comply with all regulations and code standards.

Why are permits important?

Obtaining the proper permits for your project ensures that your project complies with Parks Canada’s policies and with safety codes.

Jasper’s land use policy has restrictions on what sort of building uses can go where. Separating land uses into different areas guarantees that similar types of buildings are located together, and those that don’t go well together – like an industrial building and a house – are kept apart. The land use policy also controls the size and shape of buildings in each zone, which prevents overcrowding, protects privacy, and preserves neighbourhood character. In short, the land use policy provides a balance between property rights and the public interest.

Safety codes like the National Building Code ensure that construction is done in a sound and safe manner. They ensure that you and the occupants of your building have the best chance to avoid fire, structural failure, or something as simple as a child falling off of a flight of stairs.

Timelines for permit application review

The length of time required to review permit applications depends on the type of project. The permit application is your opportunity to provide the clearest possible picture of the proposed project. The more quality, detailed information you provide, the fewer questions the Development Office may have.

Projects submitted to the Development Office are reviewed in the order they are received. If permit applications are incomplete, the Development Office will contact the applicant in writing with the noted deficiencies and a resubmission will be required. Resubmissions are reviewed in the order they are received. Once documentation has been correctly submitted, it can take up to 40 business days to issue a development permit.
