Born in Upper Canada, Magrath participated in foundation surveys of the North-West Territories from 1878 until 1885 when he joined Sir A. T. Galt in his pioneer industrial enterprises. First mayor of Lethbridge, he was also a member of the Territorial Legislature (1891-1898), of the Haultain administration (1897-1898) and a member of Parliament representing Medicine Hat (1908-11). Sometime chairman of Ontario Hydro and of the Canadian section of the International Joint Commission, he also served on the Newfoundland Royal Commission of 1933. He died in Victoria.
