This Scottish-born politician and diplomat helped shape Canadian relations with the United States and Britain in the late 19th century. He rose to prominence as a Montréal lawyer with connections to the Hudson’s Bay Company, and served as a director of the Bank of Montreal. He attempted to reform the banking system as Finance Minister (1867–1869). Canada’s representative in London (1869–1880), he participated in the negotiations that led to the Treaty of Washington and the creation of the Canadian Pacific Railway syndicate. His success in this role led to the creation of the Office of High Commissioner in London in 1880.
