Member of the House of Commons for Gaspé (1896-1911, 1917-1930) and for Rouville (1911-1917), Lemieux became Solicitor General, Postmaster General, Minister of Labour and Minister of Marine. From 1922 to 1930 he was Speaker of the House of Commons, and was appointed to the Senate in 1930. In 1907 he brought in the Lemieux Act, which introduced arbitration to labour relations in Canada. As Laurier's principal Quebec lieutenant, he opposed conscription, but urged voluntary enlistment during the First World War.
