This paper was prepared in spring 2002 as an early step in Canada’s creation of a new Tentative List for World Heritage. It analyzes the Global Strategy for a Balanced and Representative World Heritage List, which identifies the strategic priorities of the Convention Concerning the Protection of the World Cultural and Natural Heritage (known as the World Heritage Convention), and it discusses the Global Strategy’s thematic framework as it applies to Canada. It draws heavily on the rich resources of the UNESCO World Heritage Centre web site for the discussion and analysis of the Global Strategy. Examination of the application of the Global Strategy and its thematic framework in the Canadian context leads to a proposed thematic framework toward identifying Canada’s cultural sites for the new Tentative List.
