A national marine conservation area reserve ( NMCAR ), is just like a national marine conservation area ( NMCA ), except that it is subject to a claim, or claims, by Aboriginal people that the federal government has accepted for negotiation. The Canada National Marine Conservation Areas Act applies. Local Aboriginal people may be involved in the management of the reserve. When the outstanding claims have been settled and agreements are reached that provide for the NMCA 's establishment, the NMCA reserve can become a national marine conservation area.
