Effective August 2, 2016, to serve you better, NEW hours of operation at the reception of the Parks Canada Administration Office in the Heritage Railway Station.

Basic administrative services including the sale of visitor park passes, issuance of resident passes and payment processes will be provided during the lunch hour. All other specialized park functions will be available by appointment only.

Meeting Agenda:

  1. Block 26, Lot 2 – 803 Patricia Street – The proponent has applied for a variance to increase the maximum height of the garage from 4.5 m to 5.75 m, which is over the maximum allowable limit.

  2. Block 18, Lot 1 – 313 Balsam – The proponents have applied for a variance to increase the site coverage of an accessory building from 7.5 m² to 8.9 m², which is over the maximum allowable limit.

  3. Block 25, Lot 23 – 724 Patricia Street – The proponent has applied for a variance to increase the number of permitted bathrooms.

  4. Block B, Lot 4 – 400 Patricia Street – The proponent has applied to vary the required number of parking stalls associated with commercial expansion.

  5. Block S, Lots 31-33 – 40, 42, 44 Stan Wright Drive – The proponent has applied to incorporate staff accommodation into a proposed new commercial development in Block S which is a discretionary use.

  6. Parcel CD – 78 Connaught Drive – The proponent has applied for rezoning from Automobile Service Station District (C4) to Tourist Commercial District (C2).

Parties affected by these applications are invited to make written or oral presentations to the committee. Oral presentations at the meeting are limited to 5 minutes and are by appointment only. Written presentations to a maximum of 500 words may be submitted to the Development Office. Applications heard at the public meeting held at 3:30 pm on Thursday, July 21, 2016 in the Grand Trunk Pacific Boardroom, Jasper Heritage Railway Station, 607 Connaught Drive, Jasper, AB.
Applications:

  1. Parcel GA – The proponent has applied to develop a temporary bike skills park, which is a discretionary use.
    a) Discretionary Use: Conditional Approval*
    *Approval is for a Temporary Discretionary Use Permit issued for a 5 year term and is renewable upon application to Parks Canada.
    *The land be released to the Municipality of Jasper through a Licence of Occupation with the condition that Her Majesty reserves the right to terminate the licence at any time, with one year notice, if the Superintendent requires the land for residential development.

  2. Lands adjacent to and southwest of Parcel GA – The proponent has applied for rezoning of this parcel from Natural Open Space (NOS) to Recreational Open Space (ROS) to allow for the development of a bike skills park.
    a) Rezoning: Approved

  3. Parcel R10 – 305 Bonhomme Street – The proponent has applied to develop a permanent skate park, which is a discretionary use.
    b) Discretionary Use: Approved

  4. Block 16, Lot 11 – 219 Bonhomme Street – The proponent has applied for a variance to increase the height of the garage from 4.5m to 5.64m, which is over the maximum allowable limit.
    a) Variance: Approved

  5. Block S, Lot 46 – Stan Wright Industrial Compound – The proponent has applied for a variance to use non-permanent foundations to support SeaCan storage units.
    a) Variance: Conditional Approval*
    *Each of the containers must be clean and painted and a gravel strip installed for vehicles to access the containers.

Parks Canada is making changes to Committee of Adjustments (Planning and Development Advisory Committee - PDAC) process.

The following minor variances and discretionary use applications have been pre-approved by the Vice President of Operations Western and Northern Canada and will no longer require public review.

  • An access door (commonly referred to as “man door”) to an attached garage that creates a third entrance,
  • Creation of a third full bathroom (ensuite) when not conducive to the creation of a non-approved suite,
  • Additional entrances that will not create non-approved suites,
  • One or two room Private Home Accommodation, where all requirements have been met,
  • Type 2 businesses (home based businesses) that meet all requirements, and
  • The creation of a vestibule with occupancy or certificate of completion containing a condition that the vestibule will not be used to create a non-approved suite.

Any minor variance or discretionary use approved, as listed above, will be posted on the Jasper National Park Website for public review and comment for two weeks prior to approval. If any proposed development results in public sensitivities it will be presented to PDAC for review at a public hearing.

PDAC will continue to review and provide recommendations on applications for development, major variances and relaxations, re-zonings and subdivisions in the town of Jasper and other developed areas within Jasper National Park.
