What is a management plan?
A management plan outlines the vision and strategic direction for a national historic site. It is more than a document – it is Parks Canada’s commitment to Canadians about how we will protect and manage the future of the national historic site. Each national historic site managed by Parks Canada has a management plan.
Why review the plan?
The condition of the site and public expectations change over time, so we review management plans every five years. This cycle allows us to assess what has been completed, what still needs doing, and what priorities may have shifted. Based on the input from monitoring, consultation, and Parks Canada direction, we keep what still works and make changes where necessary.
The first step of the review is to assess existing operations at the site and produce a State of the Site Report (SoSR).
What is a State of the Site Report ?
The SoSR is a "report card" presented to all Canadians on how Fort Langley National Historic Site (NHS) has met the goals from its last management plan. The report also identifies the key issues that need to be addressed in the next management plan.
A SoSR for Fort Langley NHS was completed in February 2011 (PDF, 3.1 MB). The overall condition of the site was considered good in this report. For example, heritage resources were well taken care of; visitor number significantly increased; relationships with the local community including Aboriginal communities have been greatly improved, and so on.
What was the review process like for Fort Langley NHS’s 2012 management plan?
Based on the findings in the SoSR, updates and improvements to the management plan were proposed for discussion with partners, stakeholders, and the interested public, to ensure that the new plan would be relevant and effective.
During the summer and fall of 2011, through a site tour, emails, newsletters, Parks Canada’s website and in-person communication at various community events, we invited partners, stakeholders, the local community, and the public to provide input on the proposed updates for the new management plan.
We received many thoughtful and positive comments about the site throughout the consultation period, which concluded in October, 2011. The feedback captured a range of ideas for the future of the site. Highlights of the public input were summarized in Newsletter 3 (PDF, 352 KB) from February, 2011.
With this input, a final plan has been developed. The updated plan will be reviewed by the Minister responsible for Parks Canada and will be in effect upon the Minister’s approval.
Management plans set the high-level strategy for managing a site, so a lot of program-specific ideas shared by partners and stakeholders are too detailed to be included in the management plan – those ideas have been passed along to appropriate managers and staff. The management plan also includes the need to continue with more consultation; some concepts, like the potential uses of the Riverfront and Orchard, are still in the early stages of discussions with partners and stakeholders. Although management plans are reviewed every 5 years, we are always happy to hear your ideas and make improvements to what we offer at Fort Langley NHS.
