T he system of National Historic Sites of Canada cannot be considered either finite or complete. The federal government is working with others to create a more representative system one that truly reflects the rich history and heritage that define Canada. Commemorating the Underground Railroad in Canada reflects research carried out by Parks Canada on a particular chapter in the history of Canada's many ethnocultural communities, an area of interest that is currently regarded as under-represented within the system. The Thematic Framework organizes Canadian history into five broad, inter-related themes, each of which has a number of sub-themes. The history of the Underground Railroad has been commemorated primarily as it relates to the theme of Building Social and Community Life, although this complex history cuts across all thematic categories. Aspects of the story may fall within any of the other thematic categories.
