Proposed Fees
Mooring:
The following proposed fees have been developed taking into account operational costs, economic considerations, usage patterns, revenues generated and comparative market research. The proposed national mooring fee structure is necessary to better balance the private benefit derived by users with the public good provided for all Canadians. As a result, Parks Canada must increase the level of contribution by direct users to improve its cost recovery ratio for providing mooring services.
The base price of $0.50 per foot for daytime mooring has been established for all Parks Canada locations. The overnight rate has been established at 2.5 times the daytime rate. Finally, the seasonal rate has been established using the multiple of 16 times the overnight rate. The multiple of 16 is derived from typical travel patterns of 8 two night weekends or a trip of 2 full weeks including 3 weekends. All mooring usage over these amounts would be free to seasonal pass holders, in addition to the convenience that the seasonal pass provides.
The proposed mooring fees will be implemented after all approval processes are complete, sometime in 2013. Current fees will remain in effect until that time. In the meantime, seasonal lockage and seasonal mooring passes for 2013 continue to remain available for purchase at the current fee. All seasonal passes will be honoured throughout the 2013 season at the original purchase price.

National Facilities Rental Fees
This new base fee structure will standardize fees and bring consistency to the application of fees in sites were local fees have not already been established. Therefore it is important to note that, due to market realities in various locations, some local fees will be set higher or lower than the proposed base fees.
The base fee structure is set out in three categories as follows:
- Commercial Use: Rental fees associated with commercial use of the site and/or facilities for profit; for example, the use of park or site grounds for concerts or other special events.
- Private Use: Rental fees associated with private use of the site and/or facilities where there is no realization of revenue; for example, use of park or site grounds for a private tented wedding or use of a facility for meetings.
- Not-for-Profit Use: Rental fees associated with use of the site and/or facilities by not-for-profit organizations for charitable or local community events; for example use of park or site grounds by the Children's Wish Foundation of Canada or the local Cub Scouts.

Film and Photography Fees
A Filming and Photography Permit is required for any film, video or photography activities conducted in a Parks Canada location, with the exception of visitors capturing media for personal use. The permit itself will be free of charge, but must be obtained in order for Parks Canada to review and approve the activity and to determine what associated fees may apply.
These fees do not apply to news and travel media or to productions funded in whole or in part by Parks Canada (e.g. contractors hired by Parks Canada, television series produced in collaboration.)
A number of national parks and national historic sites already have fees fixed for local site and facility rental based on market conditions in those areas. Where local fees have not been established, the following fees will apply.

If multiple separate locations within a single Parks Canada place are used simultaneously, e.g. a parking/staging area in addition to the filming location or two or more filming locations, a separate fee will be charged for each location.

Canal Fees
Lockage:
The following proposed fees have been developed taking into account the costs to operate boating services, economic considerations including local tourism support, value for money, revenues generated and comparative market research. Parks Canada costs for operating the canal lockage services are $18.5 million annually. Currently, revenues from canal lockage services users are equal to 9.6% of those costs. Comparatively, approximately 35% of operational costs are recovered at all other types of Parks Canada operations.
The proposed canal fee structure is necessary to better balance the amount paid by boaters for boater services with the public goals of heritage protection and tourism support to local communities. As a result, Parks Canada must increase the level of contribution by boats passing through canal locks to decrease the 91% subsidy paid by Canadian taxpayers.
The base price of $0.60 per foot per single lock through has been established based on accepted rates boaters are already paying at some Parks Canada operated canals. Canal users at Parks Canada canals in Quebec are paying $0.70 per foot per lock at several locks while those on the Rideau and Trent Severn are paying $0.45 per foot per lock. Those current fees are to remain in effect for the 2013 season. The proposed fee, for 2014 season, of $0.60 per foot is a reasonable rate between these current fees and provides for consistency across the Parks Canada system of canals. The cost difference at some locks to $0.90 per foot per single lock through results from higher levels of service provided at those locks.
Traditional usage by seasonal pass holders has been 28 locks per year. Parks Canada has used this figure to determine the rates for the proposed seasonal, 6 Day and 1 Day passes. Those holding a season's pass will be locking free of charge after 25 lock passages while 6 Day pass holders will be locking free after 12 lock passages, and finally 1 Day pass holders will lock free after 4 passages.
